Press Release: REDBOOK

Dallas, TX – November 1, 2024

IPTalons, Inc. is excited to announce the launch of The REDBOOK, an AI-powered subscription service that allows research organizations, including research universities, to identify, assess, and remediate foreign influence risks within their research and patent portfolios. The REDBOOK provides actionable intelligence to assist in making informed decisions about foreign affiliation risks, such as assessing the potential harm from undisclosed research collaborations with “Countries of Concern,” funding from adversarial capital sources, and outside employment at high-risk foreign research institutions. The REDBOOK leverages proprietary enhanced analytics, program risk metrics, and applied tradecraft tools to manage foreign influence risks effectively and meet the compliance requirements outlined in state and federal research security guidelines, including NSPM-33 and the CHIPS Act,

The REDBOOK is an interactive, cloud-based, secure foreign threat intelligence platform that leverages large language models (LLMs) to collect and analyze publication and patent data to surface foreign influence research risk insights and inform risk management decisions. The REDBOOK allows research security, compliance, and audit teams to proactively assess research publications and patents to manage potential research security and compliance risks.

The REDBOOK includes the Inventor Watch dashboard, which helps research organizations identify and understand foreign influence risks in their patent portfolios. Inventor Watch enables decision-makers to assess intellectual property that may have been compromised due to a researcher’s foreign affiliations. Moreover, an Inventor Watch flag may preemptively identify indicators of unauthorized attempts to commercialize research assigned to the organization.

IPTalons, Inc. recognized the market need for a solution to address enhanced enforcement actions at the National Science Foundation (NSF), National Institutes of Health (NIH), Department of Defense (DOD), and Department of Energy (DOE), among other Federal research grant funding agencies, by identifying and resolving foreign influence risks related to undisclosed collaborations and funding sources.

IPTalons, Inc. offers subscription services in two tiers - The REDBOOK and The REDBOOK PLUS. The REDBOOK PLUS service includes all the customized capabilities and critical risk insights of The REDBOOK, plus additional research security management products and services including, but not limited to:

  • Research Security Program Assessment
